Master Plan
The city of Utrecht is expanding, especially to the west. Some 100,000 inhabitants will be added in the western new area of Leidsche Rijn. The expanding city is putting pressure on the current old inner city: The number of people is growing, whereas the number of centre facilities is not.
Master Plan as a framework
A Master Plan consists of several components, including an urban development plan. The urban development plan for the station area roughly indicates building locations, the so-called footprint, building heights and the planned locations of streets, squares, gardens and parks. Within the framework and scope of the Master Plan, owners can have designs made for buildings, in the same way the city council does for the public space.
The Master Plan also indicates the planned location of various functions in the area such as shops, offices, residential building, or public buildings. The appendices offer rough estimates of the financial feasibility, effects on the environment, traffic etcetera.
